- Cold storage interfaces. Frost at a freezer dock changes what the door and seal must do. Say so at the start of the call.

The permit chain, in order
- Start with plan review. DSPS treats construction, additions, and alterations to covered commercial buildings as plan-review work unless an exemption applies. Do not assume an existing building is outside the rules because it is not new construction.
- Size is one exemption, not the answer. The DSPS permit-counter guide describes a total-volume exemption below 25,000 cubic feet for certain occupancies, with exceptions. That is building volume, not the door opening.
- The minor-alteration exclusion needs agreement. Under SPS 361.30(4)(a), minor alterations can be excluded when the building official agrees that document review is unnecessary. Ask before scheduling around an assumed approval date.
- Plan approval comes before the building permit. DSPS says covered plans must be approved before the local construction permit is issued.
- A plan-review exclusion does not erase the City's door permit. The City lists commercial door installation as permit-required even for an exact replacement. Its residential entry is different; do not apply the house rule to your dock. The City also warns that work without a required permit can bring doubled fees, a citation, and orders to redo or remove the work.

The schedule's flat $75 windows-and-doors entry sits under one- and two-family residential. It is not a commercial dock-door rate. The City currently describes building-permit processing as approximately one week after all required information is received — a dated processing estimate, not a promised approval date.
Your mailing address does not decide your permit desk. The City warns that Allouez, Ashwaubenon, Bellevue, Howard, Oneida, the Town of Green Bay, and the Town of Scott can all use Green Bay mailing addresses. The City of Green Bay and the Town of Green Bay are different municipalities.
